I see. So do you as the creator of AntiX determine what is to be listed as available in Synaptic for this particular OS? Is that how it works, that it is the creators of any distro to configure Synaptic so that it lists the correct range of downloadable items for that distro?

In a way. To my understanding all available packages are in a Repository. There are different repositories that contain mostly different packages. It is up to the distro creator(s) to include which repositories they would like. However, some are necessary. In antiX, for a regular install, I believe both the Mepis and Debian repos are necessary. But you can enable and disable repositories to your liking.
