Russian and US officials have agreed to supply RD-181 Russian rocket engines to the United States. The contract is worth one billion dollars, despite sanctions. In fact, the United States recognized that the American space program was under threat because of their own sanctions against Russia. It just so happens that the USA is helpless in space without Russia.

The NASA program has suffered much since the USA decided to begin giving away monies to other countries rather than keep the funds to continue progress on the Space program. Now as a result, the USA NEEDS to cooperate with other countries to get off the ground.

Another item was that since the 1970's. many local schools put more emphasis on sports over academics. Many large high school sports programs rival those of the colleges and universities in the area in funds collected and spent, while academics fail. During the same period, many schools ended physical education in the lower grades due to fears of lawsuits from a child injuring themselves. So now you have fat kids who can't spell their own names graduating from high school with no job skills wanting a $80,000 USD a year job.

Whos helpless?
Well basically, anybody wishing to travel to the International Space Station at this time. You either go by Soyuz, or not at all.
After the U.S. Space Shuttle program ended in 2011, Soyuz rockets became the only provider of transport for astronauts at the International Space Station, while Dragon became the only provider of bulk cargo-return-to-Earth services (downmass capability of Soyuz capsules is very limited).
Pravda is great! It used to have the story of how Aliens had kicked you Yanks off the moon. I believe everything Pravda writes __{{emoticon}}__ __{{emoticon}}__

A commercial/civilian space company has already resupplied the space station. We may be helpless on moving the personnel right now.
But not for long.
