I installed the latest Antix 15 to a partition on my thinkpad T60. Every time I restart my laptop it hangs on the Thinkpad startup screen. I don't even get to the grub menu so I always have to do a hard reboot. Any ideas how I can resolve this issue?

I'm running Icewm.

First thing I would check is correct time and date in the bios. I moved your thread because your description does not sound like a AntiX bug to me. But more of a hardware/bios setting issue instead.

Or,
the boot menu is by the entry GRUB_HIDDEN_TIMEOUT=0 in the configuration file (/)etc(/)default(/)grub hidden.

Solution:
the Boot menu temporarily by pressing and holding the Shift ⇧ once Grub loading ... appears, make it visible.

Then comment out the entry #out
