It's labled for Seamonkey but installed just fine in my Iceape 2.0.7 on my AntiX 8.5 EEEPC 701SD. You can get it from

Don't know if you've seen this. User ukbrian in LMDE forum has set twenty something tabs with hundreds of links. He's a fan of speed dial and he made a video about it (I didn't see it though). The forum topic is

Speed Dial set up on my IBM A22M Laptop. I like this theme layout because I consider this Laptop a Steam Punk type of Laptop with Floppy Drive and DVDROM. This is my Linux page for Speed Dial.
