Found a way to speed up your desktop when your CPU hitting 100% is normal. It is called dtboost, it is a small python script that monitors which process you are currently using and changes the CPU priority, Disk access priority, and CPU time limits, in order to give a faster desktop speed for that app.

It seems to make a noticeable difference all around in the response speed of the applications I am using. When the CPU gets closer to the 100% mark it is more noticeable, particularly with the speed lag while watching videos.
