Hi I think I may need drivers for my video card. When I watch videos part of the screen lags and refreshes at a slower rate then the top of the screen.

When I ran XP on this PC newer drivers would cause artifacting and crashing. I'm not going to do anymore gaming on this PC as it's too old to run modern games and the old games don't have many servers anymore.

I don't think the issue is the video card as the old drivers on XP would work great. When I reverted back from latest to a few release back all my problems went away.

Card is: XFX Geforce 6200 AGP.

Commands to install drivers would be appreciated.

Try using the sgfxi script. It should choose the latest for your card. If you want an earlier version, run smxi and choose the oldest option.
