That looks ok to me.
BUT... How does it look in w3m, links, lynx, and such?
Missing the nice looking stuff in text mode is ok, but it has to work, and laid out in a way that is easy to navigate.
I know it is not something web design people care too much about. Just a comment/suggestion/something from me
Isn't the"home" page currently published to a wiki page? I think it is, and might not be able to accommodate fancy"header plus tabbed navigation". If it can, your proposed design would greatly improve the current look.
edit:
For the set of local documentation shipped in the distro, having a 10cm tall"page header" displayed to every page would be an annoyance.
