I assume antix uses various mepis tools - is there a copyright file included for those tools. If so, what kind of license are the mepis tools under. I am especially interested in knowing what license covers the installer.

Them Mepis-tools, including the installer is still closed-source.
Warren of MEPIS, has said tat he will release the source code under a 'free' license, but he hasn't been specific as to which and when. Hints were that the tools would be licensed under the Apache license.
The MEPIS copyright, license is here:

(I'll include it in the final, under /usr/share/MEPIS/licenses).
As far as customising/remastering, you should be ok for personal use, but if you wish to distribute your version, you'll have to get permission from Warren at MEPIS to do so
(as you are using the MEPIS tools).
He gave me permission and that is why antiX is part of the MEPIS family, though with a great deal of independence.
