I usually save the archive my Downloads directory, or if it gets too big, I make a Fluxbox or Styles submenu. After I extract the file, I move the resulting folder to ~/.fluxbox/styles.
Note: Sometimes the unpacked folder has other stuff in it. Sometimes there is no folder but just a bunch of files. So check out the folder before you move it.

I extracted the file and moved the resulting folder to the styles directory. It still didn't show up in the fluxbox menu to choose it. When I extracted the only two things that were in the folder was a directory called pixmaps and and a theme.cfg file. What did I do wrong?

The folder sounds like it has the correct contents. You probably didn't do anything wrong. I think what's happening is that you don't have a menu entry for your ~/.fluxbox/styles folder and that's why it's not showing up in the menu. Please check this out and create an entry in the menu if it's not already there.

Or, put the new theme in
/usr/share/fluxbox/styles
/usr/share/fluxbox/styles
