Where to modify the size of fonts ?
From desktop menu, launch ControlCentre.
In ControlCenter, click the item labeled"Change GTK2 and Icon Themes.
This launches the"lxappearance" utility, and you'll see there controls to select theme (styling), font, etc.
... my bottom bar seems to be too big. (too hght)
Its height will change depending on which theme you have selected.

Try this theme

make a"themes" folder <name it themes> in /home/<user name goes here>/.icewm/themes

It will probably be missing. That is why I say make one. Install the downloaded theme I posted into that folder. You need tp extract the folder so let xarchiver do that during the download. To find the hidden .icewm folder. Hit the eyeball in rox file manager to show it.

To drag and drop that download into the the .icewm folder. Open another rox file manager. Drag it over and pick move from the menu that opens. Then restart menu. Pick the"S" section in menu>settings>theme.

Pick SFX-250 from the menu. See if you have a smaller toolbar. You are changing themes so the look will be a bit different,

Or, use clearview small in the C section of menu>settings>themes.

i like to have a black desktop
FYI: with fluxbox, you can skip wallpaper image and just choose a solid color (black, whatever) desktop background.
