Have you tried gppp?

I've never tried it myself, but it 'should' get you a dial-up connection.

First, many (most) built in modems are not true modems, because they offload some of the functionality of a true hardware modem to the operating system....
....which would be Windows.
These evil devices are referred to as"winmodems", and are largely unsupported in linux in general.
You might try starting here.

.
If this doesn't work, try to locate true hardware modem and use that. They are pricier than winmodems, so expect to pay more. If memory serves, US Robotics makes some good ones, or used to.
(With apologies to Nestor and Isaac Asimov...)
Oh, yeah. You might try posting the output of
lspci just to ascertain what hardware you are dealing with....
like Anti, I have nearly no experience with dialup. However, I know of a few issues with dialup and linux, in general.lydia wrote:can someone explain to me how to hook up dial up for my neighbors computer.
