I don't want a double panel, I just want a bigger one with bigger fonts. I've searched on the forum, and looked into the IceWM Settings file, but I haven't been able to find an entry for that parameter. Can someone please point me to the right file?

The following relate to antiX-13.2 and the shipped default theme, blue-crystal.
The shipped themes are owned by root and located at /usr/share/icewm/themes/. Rather than editing a theme found there it is usual to place it within the home folder of the user. When logging in this copy is then automatically used by IceWM.
Create a folder named themes in the existing hidden folder /home/USERNAME/.icewm/.
Copy the folder /usr/share/icewm/themes/blue-crystal
To /home/USERNAME/.icewm/themes/blue-crystal
Check the theme will be selected at login by ensuring it is the only uncommented entry within the file /home/USERNAME/.icewm/theme.
Logout and login and the copied theme will be used by IceWM.
From here on, to view the result of any configuration changes is simply Main Menu-->Logout Right Arrowhead-->Restart IceWM.
To accomodate a larger font in the taskbar (panel) it might be helpful to adjust the taskbar height. IceWM automatically adjusts the height of the taskbar to match the height of the [anxti]"start" button. The image used for this is /home/USERNAME/.icewm/themes/blue-crystal/taskbar/icewm.xpm. Scaling this in an image editor such as the shipped mtPaint will produce a corresponding change in the taskbar.
Adjusting the font size is done by editing the file /home/USERNAME/.icewm/themes/blue-crystal/default.theme. Values relating to fonts are listed in the section headed"#Font Specifications". In this theme the font for each element is specified twice, one Xft and one non-Xft. This is not always required. antiX 13.2 ships with a wide range of fonts so the more complex non-Xft font specification is usually not needed. This can be easily tested by commenting out the non-Xft values and restarting IceWM. If successful you might elect to remove them from the specification to de-clutter default.theme and make it easier to read.
In order to obtain a consistent look, you will have to specify the font for multiple taskbar elements as each individual item is handled separately.

The items you want are not controlled from the IceWM Settings file. I would assume that changing panel and fontsize is done in ~/.config/icewm/prefoverride
so one doesn't has to do it per theme.

The widespread use of a prefoveride file is to overide the settings in a shared preferences file. In this way default preferences can be set at a system level and overidden at a user level by the settings contained in /home/USERNAME/.icewm/prefoveride. Fonts and taskbar height are not set in the preferences file. Although there is some information on various sites, the use of prefoveride seems less common than the other configuration files, so if you have success with your idea let us know.
