--After reboot, the error message comes up consistently and works OK until the next reboot, if I manually set the chmod on the directory to 777.
--I am starting screen from either TTY1 or TTY2, or SSH session as follows: ' screen -aAO '
' ls -al /var/run '

--I have reported the bug upstream to Debian as well
