IceWM may be faster but Xfce is so well done that I just can't resist to install it for some occasions... __{{emoticon}}__

Question is this ICEWM with XFCE theme becasue this looks like XFCE straight up witch is GTK same as Gnome i dont't like GTK.

This is Xfce as is, not IceWM.
By the way, we may love IceWM but Xfce is a lot friendly for newbies...
