I just installed 8.2 base, edited the source.list to remove testing and unstable sources, updated apt with an"apt-get -update" and tried load synaptic, and the response was:

#apt-get install synaptic
..Reading package lists... Done
..Reading state information... Done
..Some packages could not be installed. This may mean that you have
..requested an impossible situation or if you are using the unstable
..distribution that some required packages have not yet been created
..or been moved out of Incoming.
..The following information may help to resolve the situation:
..
..The following packages have unmet dependencies:
.. synaptic: Depends: libapt-inst-libc6.7-6-1.1
.. Depends: libapt-pkg-libc6.7-6-4.6
.. Recommends: libgnome2-perl but is not going to be installed
..E: Broken packages

When I try apt-get install libapt-inst-libc6.7-6-1.1 I get the normal the header stuff then :

..Note, selecting apt-utils instead of libapt-inst-libc6.7-6-1.1
..aptutils is already the newest versions

then things die.

Any ideas?
